Two dated records, different roles
ACMA’s 2024 warning found that Dama N.V., as a provider of the Rooli service, supplied a prohibited interactive gambling service to customers physically present in Australia. The document says the investigation began on 16 July 2024 and is dated 5 September 2024. Read the ACMA warning (PDF).
In contrast, the brand’s newer terms name Novatrix SRL and a Tobique licence. That is a current website disclosure, not proof of the exact date or mechanism of any operator transition. Read Rooli’s terms.
This distinction changes how the review should be written. Repeating an old operator name as a current fact would be misleading. Deleting the historical regulator record would also remove useful context. The appropriate approach is to retain both, with dates and explicit attribution, and avoid filling the gap between them with a guessed corporate history.
For Australian readers, offshore registration and local authorisation are different matters. ACMA’s online gambling guidance explains the local framework. A region label or familiar payment logo is not regulatory evidence.
What the account terms say
The February 2026 terms say identity verification can leave withdrawal requests pending, and describe account locking and cancellation if the operator cannot contact a customer within two weeks. They also prohibit duplicate accounts and reserve consequences for breaches. Source: Rooli terms, section 8.
These clauses are relevant to existing account disputes because the reason for a restriction matters. “Pending” is a status, not a complete explanation. A useful written response would identify the outstanding requirement, applicable policy, date of the request and whether anything has changed. This review has not tested the process or assessed the legal enforceability of these provisions.
Identity evidence
A review should say whether it inspected a public policy or actually experienced a verification process. Those are different activities. The existence of a KYC page alone does not establish how personal documents are handled in practice.
Performance evidence
A response-time claim needs a defined channel, time zone, sample size and observation date. We have no such dataset for Rooli and do not turn its support availability claim into a tested service rating.
Games, mobile use and review quality
Rooli’s terms contain provider-specific country restrictions and prohibit VPN use to bypass geographic restrictions. This means a catalogue headline cannot be treated as proof of universal availability. Source: section 3.
We have not counted its live catalogue or tested a mobile account. A useful future interface review would examine whether policies remain readable on a phone, how consistently help links appear, and whether important account information is visible without hunting through promotional panels. It should document those observations instead of simply describing the design as “seamless”.
The same standard applies to third-party ratings. A numerical score can summarise a method, but without knowing that method it is hard to interpret. An aggregate opinion, an operator’s own statement and a regulator’s finding should never be presented as interchangeable evidence.
